JOB TITLE: WHOLESALE DEVELOPMENT SPECIALIST
The DFID Nigeria programme is one of DFID’s largest, and in the area of economic growth it aims to help 600,000 people to work their own way out of poverty. The goal of the Growth and Employment in States (GEMS) programme, a joint initiative of DFID, the World Bank and the Federal Government of Nigeria, is to increase growth, incomes and jobs in selected states and nationally. GEMS 4 aims to support the Nigeria Wholesale and Retail sector, which is one of six sectors covered by GEMS. The overall objective of this assignment is to design and implement a market development programme within the wholesale and retails sector in Nigeria that will create jobs and raise incomes, especially for the poor.


THE BASICS:
CONTRACT LENGTH OF GEMS 4: Five years
START OF PROJECT: April 2012
COMPENSATION: Competitive long term salary, including housing and travel allowances and health and travel insurance
WHAT AREAS WILL THE PROJECT WORK IN:
Kano, Kaduna, Lagos and Cross River, but as with other components, work in the wholesale and retail component will expand beyond these states where impact can be maximised.

Programme will deliver two outputs:
1. Underlying constraints within key market systems are addressed successfully, particularly those relevant for poor people, especially women.
2. Key stakeholders pursue effective and systematic approaches to economic development.

The project will use the Making Markets Work for the Poor (M4P) approach and will look at creating 10,000 jobs and increasing income for 500,000 people, as well as reducing inflation in certain goods used by poor people. The programme will look at, amongst others:
a) reducing waste by better storage, distribution systems and markets;
b) supply chain linkages between modern retailing systems and small suppliers;
c) standards enforcement to increase consumer confidence.
GRM and our consortium are well placed to submit a competitive tender on GEMS 4. We are currently identifying experts to work with GRM on this project, including Senior Level candidates, who will need to have the following experience:

Experience in the wholesale and retail industry, preferably in Nigeria or West Africa
Strong relationship and project management skills;
Over 10 years experience in a similar role developing the wholesale and retail industry in a developing county, with some knowledge of grant and financial management;
Preferably some experience or understanding of the principles of Making Markets Work for the Poor (M4P)

WE ARE ALSO SEEKING:
Market manager and intervention managers with experience using the M4P approach and working in Nigeria/West Africa;
Genders specialists who have worked in a private sector development context.
