VACANT POSITION: PROCUREMENT AND GRANTS MANAGER
LOCATION: Based in Abuja
SUPERVISOR: Deputy Chief of Party (DCOP), C-Change Nigeria Project.
The C-Change project supports communication component of the Nigeria national HIV and AIDS response at four levels: a) strengthening and improving the ability for the control of AIDS (NACA) to coordinate the National HIV/AIDS response; B) building the capacity of kogi and cross river state agency for the control of AIDS (SACA) to effectively coordinate their respective response;
C)strengthening in-country social and behavior change communication (SBCC) implementation capacity through direct training/mentoring of USG Implementing Partners (IPs) and NGOs as well as through integration of SBCC training into tertiary schools’ D) Improving the medical response to HIV/AIDS through training/mentoring of journalist and capacity building for media houses. C-Changes, Nigeria’s scope has expended to include demand creation support to the National Accelerated Prevention of Mother-to-child Transmission (PMTCT) initiative as well as communication support to the Malaria Action Program for state (MAPS) Project.
To this end, C-Change is seeking a Procurement and Grants Manager to complement its current staff. The Procurement and Grants Manager is responsible for all procurement and grants actions. The ideal candidates should have a minimum of 5 years experience in a related positions as well as knowledge of USAID procurement and grant regulations and organizations procurement and grants policies.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Chief of Party (COP) the procurement and Grants Manager performs the following:
Manages and coordinates all local procurement actions for C-Change Nigeria project activities.
Works with program and administrative staff to determine the procurement needs of C-Change Nigeria on an ongoing basis
Keeps an updated procurement plan that reflects
Timelines for solicitations, evaluations, selections, awards, and delivery of products/services
Prepares requests for quotes (RFQ) and requests for proposals (RFP) as necessary using approved FHI 360 templates, in accordance with FHI 360 policies and procedures as well as USAID regulations
Publishes/disseminates approved FRQs and RFPs
Provides guidance in the evaluations and selection of vendor proposals and quotes
Reviews the competition documents for adherence with FHI 360 procurement policies and finalize the appropriate procurement package for review by COP, Finance Officer, HQ and follow up for necessary approval(s)
Ensures that all contractual deliverables are tracked m onitored, delivered, properly field, copies are sen to HQ
Takes leadership in hiring of personal services contractors (PSCs), coordinating with HQ as necessary
Administers all purchase orders, PSC work scope agreements, local procurement for equipment supplies, services and grants including modifications, extensions, terminations etc.
Ensures compliance with US government regulations (i.e 22 CFR 228, Source, Origin and Nationality: 22 CFR 226, Administration of Assistance to NGO’s and OMB Circular A-122, Cost Principles for Non-Profit Organizations), FHI 360 policies and procedures, and local laws ( including labour laws and tax regulations
OTHER DUTIES
In charge of office maintenance and repair need including servicing of the Governor, official vehicles, air conditioners, photocopier and other equipment as well as electrical and other office repairs
Keeps an updated inventory of all office equipment and supplies
Supervise the following staff: Drivers, Admin Assistant, Security Officer and House Keeper
Assist the Chief of Party and program staff as applicable to prepare advance lists of procurement activities for planning efficient and timely inputs to support approved work plan activities
Performs other duties as may be directed by the COP
REQUIRED KNOWLEDGE AND ABILITIES
Knowledge of basic business principles
Knowledge of USAID contracting regulations and procedures
Ability to work with minimum supervision
Knowledge of sub grant policies and procedures.
Ability to gather information regarding the type and specifics of supplies and services needed by the project
Ability to establish and maintain effective working relationships with vendors, other team members and the public
Ability to present detailed reports of findings and recommendations both orally and in writing
QUALIFICATIONS
University degree or equivalent in Accounting, Business Administration or other business related field
At least 5 years experience working in a similar position in a USAID –funded project, preferably USAID
Prior experience managing complex procurement activities
Proven ability to pre-plan, ability to deal with multiple tasks, flexibility and getting critical tasks completed in a timely manner
Track record of being a team player
Strong team building and supervisory experience
Strong Internet and computer software skills including MS Office suit programs
